UN Regulation R155 complicates vehicle adaptations for accessibility

Since 2024, UN Regulation R155 has made cybersecurity systems mandatory for all new vehicle types in Europe. While this regulation protects critical systems from cyberattacks, it simultaneously limits access to key vehicle functions, such as turn signals, lighting, or gear shifting, that are essential for custom adaptations by people with disabilities.

"We are currently witnessing the transformation of vehicles into digital fortresses," says Frank Rösner, Managing Director at KADOMO GmbH. "The interfaces that we need for wheelchair-friendly and accessible conversions are simply blocked. This makes our work considerably more difficult or sometimes even impossible."

Roland Arnold, Managing Director of PARAVAN GmbH, explains: "While intended to enhance safety, in practice, it creates digital barriers to inclusion."

One real-life example is Klaus: the entrepreneur has been in a wheelchair since he was 18 and relies on a joystick to operate his car. His new Mercedes S-Class, equipped with Level 3 autonomous driving functions, remained unused for over six months. Many secondary systems could not be controlled digitally due to R155 restrictions.

Instead of seamless integration, technicians had to install precision mechanical motors that physically manipulate the original controls. "It was only through mobility that I was able to achieve what I have," says Klaus. "But this conversion was a huge effort. I hope that technology empowers rather than excludes."

Frank Sodermanns, 1st Chairman of the Verband der Fahrzeugumrüster für mobilitätseingeschränkte Personen (Association of vehicle converters for people with limited mobility (VFMP e. V.)), emphasizes: "What is not technically possible remains socially excluded." But in Germany alone, there are around 7.9 million people living with severe disabilities. "Mobility is not a luxury, but a necessity for self-determination, employment, and social participation," Sodermanns emphasizes.

"Accessibility is not a luxury – it's a fundamental right," says Roland Arnold. Heinrich Buschmann, founder of Mobil mit Behinderung e.V. (Mobile with Disabilities), emphasizes: "People with disabilities must not become collateral damage of safety regulations."
